Could you clarify what apex buds have to do with hormone flow?

Because i trimmed ALL of my new plum grafts down a bit to even them out and promote some “bushing” out - they got a little leggy topworked onto an apricot last year. That whole side of the tree seems a little later to bud break.

The Apex Buds at the end of branches produce Auxin that prevents the growth of lateral buds, which is why removing causes branching. Apical dominance - Wikipedia

I was guesing maybe it also effected leaf out but that theory doesnt appear to pan out.
