Apple and cherry ugliness

I have apple and cherry trees here that are not looking very healthy due to what looks to be burn on the leaves. The only thing I’ve sprayed other than dormant oil at 2% when the trees were at silver tip was a holistic spray consisting of 1% Neem oil, Seaweed, EM1, and fish hydrosolate.

Any ideas why I have multiple trees with this leaf and blossom damage?

Frost? Mites?, aphids?

I was thinking that Neem drops to 0.5 percent when leaves appear (foliar spray). I have had damage with Neem occasionally, but particularly on new pear tree leaves. Trunk dormant spray 1 percent.
