It’s a deformed Veronica flower spike. Not sure what would cause a deformity like that, but I have occasionally seen it on other flowers.

its genetic mutation. theres a thread on here about it. dont remember the name of it.

I found this, though that makes it look like a variety that does this (called Fish tail) all the time.
