Hello all, I’ve become brain dead trying to identify this nastiness on my mandarin tree. Hoping someone will know what it is with just these pics. It’s only affecting one section of the tree, but it’s thick.
Wooly aphids?

I have a bunch of diatomaceous earth, and read that it’s effective against wooly aphids and mealy bugs, so I treated thre whole tree and the ground around it. Weather has been dry so I should know soon how effective it was. Thanks for the input KS_razerback and Audi_o_phile
