Does a sweet spot exist?

Let me start by saying that I have much to learn about bloom time and chill hours. In my area and I would think many of you also deal with late cold weather either reducing or totally eliminating your fruit production for the year. After a small amount of observation years my low chill pears are subject to boom or bust (Orient, Hood, Kieffer etc). My later blooming pears such as Harrow Sweet and Korean Giant have performed better and set a pretty good crop each year. As of now these two are my latest blooming varieties. Am I wrong in assuming that the bloom time is mostly associated with meeting the chill hour requirements? I guess the flip side is a variety not meeting the needed chill hours and again not producing any fruit. This is interesting to me as it can make or break a good fruiting year. There are many others that know more about this topic and any other input or corrections is welcome.
