It can be but it’s also a good place to get taken.
I would stick with the reputable nurseries like Burntridge, rolling River, Raintree, Starkbros, one green world, Just Fruits and exotic, Edible landscaping, Bay Laurel, England, Grandpa, Aborium, schalack, and Hidden Spring.

I would also be reluctant to go through eBay unless you know who you’re getting stuff from. I think bass sold figs there before and he was legit but there’s a lot of scammers. A lot.
I bought several groups of tomato seeds from Ebay last year, and every single one turned out to be the wrong variety.
I like Ebay, and there are lots of things I buy from there, but I’ll never buy another seed from them again.
I had the same thing with variety switch on a few fruit trees. If the big box stores can get away with the variety switch scam you can bet some eBayers are climbing on board as well. It can take years to be certain and by then the eBayer may have moved on to a new account name…
I’m sure there are reputable sellers, but its really hard to know who they are. I did once get some true to kind tomato seeds off of eBay, it was the only place I could find a particular variety.
You hear a lot about scammers on some of the other boards too. As @Bigdoug03 mentioned, if you buy a seed or cutting, by the time you realize that you received the wrong variety, the time to request a refund has passed.
There are definitely reputable sellers on ebay but they are in a very small minority. One example of the majority of ebay sellers is when I bought a jujube tree that was supposed to be a root sprout of a named cultivar. Months later I found out it was a random seedling that had tiny sour fruit. Never buy seeds or trees from ebay sellers unless you know they are reputable.
I think most of the members here know enough to scene if a ebay seller is legit or not. I am mildly disgusted by all the listings for seedling apple trees but, I know better then to buy them. I sold amazing great quality fruit trees on Ebay and may do so again.
