Noticed this insect nest on my lemon tree yesterday. Looks like something is trying to come out of the bottom. Is it a wasp of some sort?

It looks like some form of bagworm? Rip it off and stomp it good! I look for bagworms and tent caterpillars this time of year, if you get them early its trivial and if you wait they can be a real mess to deal with.

Wow, it looks like it is emerging when you took the picture! If that part is hollow though it is just the shell left and it already flew away though.
when I pulled that off it was just a husk…whatever was there was long gone…
Keep a patrol nearby looking for a mass of very small (1/2") things hanging off the limbs. Those are babies. You need to pick off all the babies or you will have a mass of those little bags next year. I had bagworms on my persimmons one year. It took several pickings but I finally got rid of all the babies.
