Is this an example of mature buds on a cherry branch?

I wanted to bud graft a branch similar to this one.
Sorry if the picture is blurry.
The branch is green but the actual buds seem good sized.

Yes, those are mature; to see immature buds lift up leaves along a branch and study the axial (where the stem of the leaf joins the branch) and you’ll find tiny, immature buds. Really noticeable on apricots, for example.
