Locusts eating apple blossoms

So, every Spring one of my apple trees closest to some bushes, has ALL the blooms eaten off of it.

I finally figured out the culprit is some overwintering locusts that emerge in the Spring and I guess only have the strength to get to this 1 apple tree which is inches away from the bushes.

I’m wondering what I can do? I considered bagging the tree, but then the bees won’t be able to pollinate the flowers. I looked for locust traps and can’t find any. I could guard the tree constantly and try to kill the locusts but they eat really fast so all it would take is me missing one and the tree would get wiped out again.

Any ideas?
