Those typically are pulled by a tractor and maintain balance because they are hooked to the tractor. It appears those are un hooked and that there is a hitch with a jack on the other side acting as a 3rd leg to maintain balance.

The tractors around here used in row crops like those strawberries are high crops. They have narrow tires and set much higher than normal.
Then the tires must align well with the isles… Make sense now. I would think the tractor should be still connected with the active picking. The farm house should keep moving with the pickers.
