I didn’t find a variety with this name in Russian or Ukrainian (“Украинец” or “Українець”, respectively, the meaning is “a Ukrainian (male)”).
There is variety named “Ukrainka” (“Украинка” / “Українка” in Russian / Ukrainian, the meaning is “a Ukrainian (female)”). It’s a hybrid, developed by V. Derevyanko. A key characteristic is it’s winer hardy up to -30°С (-22 F). A couple of nursery descriptions:
