Raising a young in ground tree

So would any if you hesitate to dig up a second year tree to raise it up to keep the crown from being waterlogged in heavy rain events?

The tree is less than 3 feet tall and only a few branches. Unfortunately perhaps it has leafed out already.

I am assuming the root system is not too much more extensive than the rootstock I planted last year.

Thoughts?

It needs a pruning. So, I’d dig it up with some rootball and plant higher. Then prune back. It should be fine even if you removed all the leaves.
