Rose rosette disease?

I’m assuming this is rose rosette disease? I had cut the rose bush below the soil line (I wanted to get rid of it) and it grew back like this. Plan on digging this time, but never seen something like that

It didn’t look like that prior to cutting to the soil line.

That does look like what I was told by the local extension agent when it first got to Kansas. I kept thinking it was the lawn people over spraying them with herbicide.
