I just noticed that wasps have been landing on my Magness pear and look like they are searching on new growth shoots
This tree does not yet have any flowering buds.
What may be they looking for?

Aphids, probably. Or caterpillars. They’ll probably have it sorted out shortly.
Fruit trees also have nectary glands by new leafs so queen wasps may be loafing up on some sugar
