Are there aphids on the inside of those rolled leaves? It looks like there is an ant inside one of the leaves in the 3rd picture down. Usually, if there are ants then there are aphids.

Aphids! My apples and plum tree look like that this spring. Triazicide or an aphid killer.
I hit it with Bonide fruit tree spray mixed with some Captain Jack Copper Fungicide. Hopefully that will help. That’s what I normally spray in the spring, but I’ve been too busy grafting to remember to find time to spray.
Almost certainly aphids. If I can catch them early enough, I’ll prune out the curling leaves and look at nearby leaves for new infestations. That seems to prevent a large attack, and the lady bugs will then show up and control them for the rest of the year. Of course, this is completely impractical for people with a large number of trees.
