What is wrong with these onions?

I gave up gardening a few years ago and went 100% fruit trees. I was wondering if deer eat onions and bought a $1.49 pack of onion sets to see. I was also wondering if the onion tops were a good replacement to scallions.

These are purple onions, that was all they had left. The in-ground onions look sickly, and tops are floppy. The onions on the deck in the container look better. The deck onions get hand and rainwater. The in-ground onions only get rainwater.

What is the problem?

All onions were planted at the same time.

looks like they are too wet. id fluff up the ground around them and maybe work in some compost or perlite. that might help. esp, the ones in ground. i always plant my onions on mounds or raised beds. garlic too. they dont like wet feet. once the crimp over though i dont know if they will bounce back unless you cut off the leaves and let them sprout back.

Onion leaves fold over regularly. They look fine to me.

when they mature. these arent .

I agree with @steveb4. Those onions are waterlogged.

I get these white flies on onions that make the tops floppy like that. Try spraying insecticide

i would also cut back to the bend in the tops as once they flop over, it cuts off nutrients to the tops. if you cut them back, they will send out new healthy tops. bulb vegetables are tough like that.
