Young apple tree slow to wake up. Is it graft union issue?

My 2 years old Antonovka on B9 is very slow to wake up. 5 other apple trees ranging from summer apples to very later apples all in the same and more advanced stage, only this one is so slow. It has a strange graft union. Is it the one to blame? Will that graft union affect it in future?

Can’t comment on whether the rootstock might be affecting this in your case, but I’ve observed that Antonovka does wake up relatively slowly here. Mine is just coming around now, though many other varieties are already blooming and leafing out. It’s probably to be expected for a variety that’s very cold-hardy.

That tree pictured will likely have continued issues as it grows. Some varieties grafted on to some root stocks seem to have a compatibility issue. I have had a couple of varieties in the past do that on certain root stock combinations.

Would it help to cover graft union with soil in hope it grows roots from scion itself? Will it still be a dwarf tree in this case?

Antonovka is a full sized tree and if the scion is an Antonovka and is allowed to grow roots it will bypass the dwarfing rootstock effects and become a full sized apple tree.

I have a few trees with this enlarged graft union with B9. I haven’t noticed and changes in leaf or fruit bud breaking dormancy.
