Heck, I know I myself have made at least one purchase that was actually illegal (Crandall clove currant, all ribes are illegal in NC) and in hindsight pointless (the plants I bought all died after two years or so of hot, humid summers). This was just when I was first getting started and trying out anything that I thought might have a chance, before I really knew what did and didn’t have a chance. Looking back, it’s weird to me that the nursery even sold it to me and shipped the plants, it seems like an otherwise upstanding business.
And like, I know of at least one forum member who imports tons of varieties illegally from East Asia, and posts about it freely, regardless of how illegal, dangerous, and reckless it is given how many really serious diseases and pests might arrive on those plants.
I have a degree of sympathy for people wanting to get stuff that isn’t available legally, but that sympathy comes with the expectation that people seriously consider the risks involved. Someone bringing loquat seeds in from Canada undeclared is breaking the law, but realistically they’re only posing a minor risk to the rest of us with that behavior, it’s more a moral issue. But people moving citrus around the country or intentionally from HLB zones or bringing non irradiated fresh fruit in from tropical locations? Morons and dangerous fools, better they never got into fruit in the first place.
