How do I prune this? (Black Oxford)

It turned out that if I removed the three low branches, I wind up with a 7’ tree with three 28" scaffolds that are well spaced both vertically and around the tree. Ultimately I want it over 7 feet (it’s a semidwarf, but should I top it now? Also should I head the scaffolds or give them another year to get longer?

I would be inclined to let the three top scaffolds grow a bit longer and maybe head them about mid summer so that you encourage them to start to grow branches. I have a semi dwarf Chehelis that never really needed topping, and after about 15 years it’s only about 8’ tall. I did need to prop it up to hold it vertical as I was afraid it would break off due to the fruit loading. So wait to see if yours naturally reaches the height you desire for a year or so.
