I have found it challenging to get laterals to grow on the entire branch length in peaches. With heading cut as recommended by BYOC style, the tree typically responds by growing 3-4 buds below the cut which in turn shades out lower buds. @TNHunter 's tree shows a a good example of how it should be, but it seldom happens.
This 1926 extension guide recommends minimal heading cuts and more thinning cuts. Illustration on page 29 shows achieving fruiting zone from top to bottom.
