You can dig them up when they are dormant (before leafing out). You can even cut the tap root when moving them. They will survive if you do it during their dormancy,
How do I know? Been there, done that a few times. In fact, this spring, a friend came and dug up a few suckers to plant in her yard. Those suckers have survived.
