I use a string trimmer in a plastic garbage can. Stir it around and up and down while shredding.
Reasonable throughput for backyard purposes.

As I said, it’s just really hard to come up with enough.
The only thing I’m unsure of is that it does appear to be somewhat hydrophobic, and I’m never 100% sure if rainwater is actually getting under the mulch.
