Am I too late for dormant spray?

I’m in zone 7b, and I have peach, pear and apple trees that were planted last year (they were about 6ft when I planted them). I am new to this! Am I too late to spray dormant spray? The trees are budding, but no bud break yet. The pear is leafing. I want to spray horticultural spray. Last year I had fire blight on the apples and maybe powdery mildew. Some bugs as well, but I was never able to identify them. I got some bad advice to wait to spray and now I keep seeing things saying otherwise.

There are three well know dormant sprays. Copper, Sulfur, horticulture oil. Only use horticulture oil at this point and read the label. It’s too late for copper and sulfur.

If the buds haven’t broken yet I’d spray with horticultural oil at its maximum strength. After bud break and leafing out use the lighter mix. As @KPS says, read the label.
