This is my second year in ground Seckle pear. About a week ago I noticed what looks like fire blight affecting the leaves, but none of the other symptoms match and the conditions are wrong - it’s, very dry, the tree isn’t blooming, or actively growing. The only thing I can figure is that I received some wind damage about a month ago that gave a pathogen an entry point. Is this fire blight, or something else?

Every branch is showing infection all the way down near the trunk. Do I need to cull this tree to prevent the spread? Is it a total loss?

No i wouldnt do anything rash. Fireblight comes and goes. It is hitting some leaves right now and i wouldnt be concerned yet.
This pictures are a few days old. In the last 3 or 4 days it has spread to the whole tree, which now looks scorched and dying.

Try this if your willing. Since you are considering removing the tree mix
50% white vinegar with water and spray every inch of the tree with that. It is a herbicide and it vinegar is a bactercide. The leaves will finish turning black but you might save the tree.
