Does this happen every year?

When you say ash aphid, is this the same pest as an emerald ash borer which basically is making ash trees extinct on the east coast?

Every year.

I ran cross country in high school. I’m pretty sure there are still multitudes of these fuzzy blue gnats still deeply embedded in my lungs 40 years later…

No. Different creature. These aphids have a rather complicated life cycle involving two different host trees, Fir trees and Ash trees. They congregate on Ash trees in the fall.
