Seckel pear- severely chopped roots. Will this tree make it?

It should. Those thick roots will sprout zillions of soft white feeder roots.
Just stake the tree securely to minimize movement below the soil line.
I don’t have enough experience to tell you if they’ll live. I’ll just say that last winter I ordered a Rainier cherry from Home Depot that came significantly more butchered than those and grew like a champ.
RE: Monticello shop, I received half of my order this week and the American plum was a whip but healthy, but the New Jersey tea was total crap. All of it was dead except the bottom two inches and the root was broken in half. After going and back and forth with them for 2 days they finally agreed to reship.
