Is it OK/safe to spray my still dormant apple/Asian pear/jiro persimmon with this dormant spray?

Yes. Read and follow the label instructions carefully. Search this forum for discussions we’ve had on the use of dormant and summer oils.
It’s very useful to spray the strong mixture during dormancy to help control codling moth on apples. It’s a smothering spray, suffocating the eggs, as I understand it. I think @scottsmith mixes his own with vegetable oil, but you’ll want to check on that. I’ve been using the Bonide that you have.
