CA prohibits importation of persimmon trees but not seeds or scions

MATERIALS REGULATED
All species of persimmon (Diospyros) trees and all parts capable of propagation, except seeds, buds and scions.

It seems persimmons are gaining more importance as commercial crop in California. For the past few years we have been getting excellent Rojo Brillante (way better than the underripe ones from Spain) here in CT from CA farms. Also, a couple of weeks ago I got a very good Fuyu-shaped variety from the same farm.

What is the reason for the ban? Disease / pests in the soil?
