Can I Graft to New Growth?

I spiral girdled a plum tree late summer last year ( should have done it earlier ) so that it would send out new scaffold. Many new branches grew, and all survived over winter. Though, they did not harden off, and are small; they are still reddish in color, and thin (Less than 1/4" diameter). I want to graft a new variety onto them now. Will grafting to the relatively new growth have a good chance of success, or should i wait?

I do nearly all grafting as dormant to green grafts. Most green growth doesn’t bleed and it heals very fast. I have not tried it on plums, but I would expect it to work well.
