Citrus disease ID

Can anyone identify this citrus disease. It’s on the bark, leaves and fruit. Was present last year too. I’m just now recognizing it. But fruit ruined last year.

Do those spots rub off? It looks to my eye like it may be scale. If I recall correctly there are multiple species of scale which can affect Citrus and you need to be vigilant because scale can be introduced from bringing home store bought Citrus if it is infected.

It appears to indeed be scale. One Meyer lemon tree is nearly dead. Several more look terrible.

I’m planning to wash/scrub them down with a soap solution then spray regularly with oil and see what happens.

Some manufacturers of those products advertise them for use against scale, but in my experience here they are ineffective.

@Richard @JohannsGarden or others with more experience - any thoughts on what this could be:

This is on a Meyer Lemon, at least 5 years old, maybe over 10. It was already here when we moved in.

It produces massive numbers of lemons for its size - about 4-5 ft tall and about 6-8 ft across. This year we counted 300 lemons before we stopped counting. The previous owners kept it topped and had a 3 foot wide hedge behind it so it is growing lopsided but I’ve removed the hedge last year and am trying to get it to fill out more.
