Dark spots on pear shoots, fireblight?

It hasn’t rained for at least a month and it’s been very dry and hot in here. This is a Pineapple pear recently planted. If I scratch the surface the cambium looks perfectly fine. Are these signs for fireblight? Thanks

I’m pretty sure it’s not fireblight, but it doesn’t look good.

Thanks a lot! I will try to spray neem and get rid of as much bad growth as I can.
