Its nice you started with verities you wanted. my Cherry fan started with rootstock and it did not go as planned.
Right now your bending them for a cordon. You could just keep going with that.

Your buds are dormant which is good. If you want to get it to fan you need to make sure to keep any terminal buds cut off.
Cut a notch above each dorment bud to encourage it to branch
