I bought a fruit cherry tree a few weeks ago and noticed the top half of each branch was leafing and only blossoms on the bottom half of the branches. Why is this?
Most fruit tree’s make flower buds and thus fruit on certaint spots and certain aged twigs/branches.
For cherry you usually get flowers on 3 year old wood (3e growing year). (sweet cherry, sour cherry is faster/easier)

Also note, you may need an additional cherry tree of a different variety to cross pollinate and set fruit, depending on the variety that you have. I went many years without fruit because there was not a different variety near by.
I have a young tree next to it of a different variety but that has no blossoms, just leaves.
