Has anyone seen anything like this before? I’m confident it’s not coming from the rootstock and it’s happening in one branch. The leaf is gigantic when compared to the regular ones.

That would be unlikely since it’s not a grafted branch. The tree is grafted but it’s a common Navel Orange or something.

I’m not an expert by any means, but I have had various citrus react like that when they experience a surge in resources–repotting, extra fertilizer, extra water, etc.–that starts a growth spurt. One of my kaffir limes made a leaf almost 6" long, then it settled down and got back to making normal-sized leaves.
