Grape question, prefer someone in tn, since the cold

my razzmatazz looks bad this year, we had a very hard cold this year in tn. My question is will the razzmatazz grow back? we have shoots on the bottom of the vine growing but nothing on the upper part? will it grow back or is it almost dead? the muscadine vine is doing very well. the leafs 3 foot and below or growing but nothing on the top yet

any suggestions

I don’t have this muscadine but most will grow back. Others that grow it will be your best source for advice. If it were my vine and the space was not critical to me I would train it to one upright vine and see how it does next year.
