Help - Young Tango Mandarin Tree Disease - Yellow Dying Leaves

My Tango Mandarin tree is doing terrible. Leaves look terrible and yellowing. Any idea what this may be or how to treat? Should I get a soil sample? Maybe overwatering / root rot?
