May I ask if you buy the hybrid type of hibiscus seeds?
If it is hybrid seeds that you are after, I understand that like apple seeds, they don’t look anywhere like their parent tree/bush.
Not a hibiscus expert, but you can follow instructions that come with the seeds, or just use a good seed starting/potting mix. Put seeds in mix in small pot, and water.
