Looks like parasitic wasp eggs to me. Do you have a lot of caterpiller/worm damage on those leaves? The wasps are busy making more wasps because there’s a food source. They’re definitely in the ‘beneficial’ insect group.

They do look like parasitic wasp egg sacks… i have only seen them on hornworms.
