I would say no. Petioles are not black.

If the dead branches are black, it’s FB, if they aren’t, the tree is under
stress. Too much direct sun, heat, or lack of water, or all three.

It looks like one of those stresses Ray mentioned. Some spray could have also been a factor. I got more of that than I usually do this year and I don’t know the precise cause.
