I may have made a mistake by cutting my nectaplum at 24”. It’s facing south west, but as you can see it’s in the shade due to the fence. However, a foot and a half higher and it would be in sunlight. My question is will this tree grow up to reach the light? Or is the tree a goner and I should just avoid this location. I have limited space.

Pull that highest scaffold up to make a new leader and let it go

That area is plenty bright, it is not deep shade via overhangs.
Assuming you’re in the northern hemisphere the tree should be in the sun in a few months.
I know this because I planted trees on the north side of the fence just like you.
