What variety is your Asian pear and how old is it?
WOW! Everything looks amazing! Congratulations! 
There are three asian pear trees - Hosui, 20th century and korean giant. Only the 20th century sets a little of fruits. They are about 10 yrs old.

You are probably correct about a lack of enough chill hours. I have all three trees here. They started blooming and fruited since year 3. Mine are 7-12 years old.
