Naked plum tree - something's eating my plum leaves (GA, USA / Grown from seed)

Something is eating my plum tree, leaving only the spines of the leaves behind. The tree is in it’s second or third year. Grown from seed. It looks naked and defoliated. Additionally, the new leaves on the tips look like they have some sort of disease, as you can see from the images.

Looks like deer to me.

My backyard is gated and there are no deer in my neighborhood. And I think if it was deer some of my other things would have been eaten as well.

Looks more like caterpillars to me. Are any of the leaves rolled up? There may be a caterpillar rolled up in there with a bunch of webbing that keeps the leaf rolled up. Deer usually nip off the entire leaf and often bite off the limb tips.
