So, as the title says, Im looking for a supplier of apple rootstocks (dwarfing). I live in British Columbia, Canada. Most of the suppliers in Canada won’t ship to BC for disease reasons. Does anyone out west here have a source for rootstock (and which dwarfing cultivar(s) would you recommend best for the south coast here). Thanks.

Bumping this topic and tagging you guys to see if you can help. Nobody has provided information to @Plant_Addict. I’m not familiar with that area at all. I’m not able to provide any suggestions for them.
I have ordered from Tree Eater Nursery before. They were easy to work with. I was able to order budwood from them, but they do sell rootstocks as well including B.9. They are on Denman Island. Assuming you are outside of the Okanagan, Similkameen, or Creston, you should be fine ordering from them. Rootstock

It would have been helpful if the OP let us know where in BC they are located. It is almost impossible to get apples shipped into the Okanagan, even from within BC. Fruit tree imports to the Okanagan are severely restricted, and while you can buy rootstocks from Okanagan nurseries, they mostly cater to wholesale/large scale purchasers.
Denman Island is a good nursery, but his trees are a little on the smaller side, but he does ship at a reasonable cost.
I’m sure there are more local BC choices, but I’ve never had the need to buy apple rootstock as I stool M7 rootstock for my own use.
A nursery that is outside of BC that will ship to BC is treetime.ca
I have no experience with the V3 apple rootstock developed in Canada at Vineland research. It appears to be quite dwarfing as they claim it will result in a six foot tall tree. Do your own research to find out if these rootstocks are well regarded.
I have ordered stone fruit rootstock from tree time in Alberta in the past. They are guaranteed to be virus free, so they can ship to BC. On the downside they sell very small 8-10 inch plugs, that will take a while to reach grafting size. This will dramatically reduce shipping costs, (so their per unit prices are very attractive). This will however, delay your grafting progress somewhat until the trees size up.
If you search hard enough I’m sure you will find more options, but it takes a lot of sifting to find nurseries that ship and sell rootstock in small quantities to home growers in BC.

I was able to get the dwarfing rootstock I needed from Similkameen (sp?) nursery.
They were decently priced and healthy (all of them made it!) - albeit shipped a bit later in the season than I would have liked. 
But cant complain overall.
