I have a apricot that I think has a problem with peach shoot borers even though I have sprayed it several times with insecticide ( Captain Jacks Dead Bug, Bonide Fruit Tree and Plant Guard plus NewFilm-17 ).
The shoots shrivel up, die and some have gum oozing out of them. I trimmed out the infected shoots. Anyone have any suggestions to solve my problem. I am in NY so any chemicals suggested may not be legal in my state.
Here are some pictures of the problem.
Thanks in advance for any suggestions.

It’s possible that could be caused by Brown Rot Blossom and Twig Blight, Monilinia fructicola.I get it during wet Springs.

I seconded @Bradybb and voted for brown rot blossom blight.
This is the first year that I spray Indar and Luna Sensation, both fungicide pre-bloom (before flower open) to my stone fruit, following @scottfsmith ’s advice.
I think it has been helpful since I sprayed all my stone fruit but forgot the small apricot tree. Turned out, it is the only tree that has gotten blossom and shoot blight.

Well I did spray with copper in the early spring, the bonide is a combination spray and I sprayed captan twice. Thought I had things covered. Guess not. I thought it might be shoot bore since some of the small shoots that died were oozing goo. This tree was really loaded with blossoms and managed to set quite a few fruit in spite of at least ten hours of 27F during bloom.
I looked up some Indar and almost fell out of my chair. WOW!!! $ 375 bucks for a gallon. Where is a reasonable place to get some in smaller amounts than a gallon. Is it that good?

Another factor mentioned by Bradvb, we did have a rather cold and wet spring. The local weatherman in Buffalo said that we just missed making the top ten wettest spring list. My own rain gauge showed 5.23 inches for April.

Yup. Indar and several good fungicides are expensive. However, they last a long time since the amount use per gallon of water is very small. For Indar, 1/4 oz per gallon.
People here have chipped in a split the cost of Indar. That’s how I got mine.
Another fungicide that some people have a good result with is propiconazole. One of the brand names is Bonide Infuse. It is a lot more affordable.
You can search “brown rot” in the search function here. A lot of info for you to read and digest.

I use Daconil(Chlorothalonil) with fair results.Even Captan can help.Unfortunately,Copper has no effect on the fungus.
I recently bought a bottle of Infuse, but haven’t tried it.Along the same lines,Immunox’s label has Blossom Blight listed.I’ve used it,but like Indar and Infuse, they’re systemics and not my favorite things to work with.
Immunox aka myclobutanil alone does not work (for me and several people here). Combine myclo with Captan may help but Captan needs acidified water to work.
Chlorothalonil (brand name Daconil) has limited use because it has a long pre harvest interval. Often, Chlorothalonil should not be used after fruit set. People use chlorothalonil will need to switch to other fungicide afterward.
Propiconazole is one fungicide that is easier to find and reasonable priced.
Fortunately,in the area where I live, the trees don’t get the fruit set,Brown Rot,as it’s usually very dry through the summer, into early fall.
On that topic,I wonder if one or the other situations,is easier to manage?Probably doesn’t matter too much,as some type of control is needed for both.
