Peach Tree Gummosis on Roots?

Hi. Transplanted a peach tree on Lovell from a wet, slow-draining area to higher ground. I noticed on the roots sap coming out of the roots. I didn’t know if this was due to borers or what?
In researching this, I read: “Gummosis disease with sap oozing from the roots is caused when the peach tree takes up too much water…leaking sap as a way to get rid of excess water.”
Does this sound right? That he needs to dry out in better drained soil and I don’t have to worry about borers, because I don’t see any holes indicating their activity?
