I’d like to plant a rootstock this Spring and then graft a pear and 1 or 2 quince varieties onto it next year.
I hear quince is sometimes used as a pear rootstock. Is there a best rootstock to use for my purposes?

Sure, just get some quince rootstock. It’s not all that easy to find so I’d just use any quince rootstock you can source. Some pears are not compatible with quince, make sure to look that up first. You can use an interstem for those non-compatible ones.
… I just looked to see what’s out there, here’s a good one for example. This is one of the better quince rootstocks.
