I have a chestnut crab apple that leafed out fine on one side of the tree but one main branch (and two small ones) has odd under developed leaves. Does anyone have an idea of what might have caused this?

I have gotten that on some pear branches. I just chop them off and thats the end of it. Someone told me it was witches broom and can be caused by an infection, but Iām not sure that is accurate. Whatever it is I would remove it as a precaution.
