Sounds like the intent is to sell scions, once the trees are well enough established.
The ID team has confirmed about 800 of the varieties so far, and seems to have the intent to confirm the varieties as well as they can. It says they’ve sent almost 70 samples to the USDA for genetic testing and they’re looking for about $200K in grant money to establish and operate on-site genetic testing.

Any Insight regarding TOC. There page says they are accepting orders this year for Scion wood, and to email first. I did and was told to ask again in January. They have not responded to my January emails. I know they are sorta a volunteer business but Scion sells are profits they can use and I am hear with my hands out saying take my money please.
Apparently they are handling the requests in batches, and you should have gotten an acknowledgment saying that they are checking on availability.

As you’ve surmised, they are a volunteer non-profit and can have more work than hours to do it. I hear they’ve been doing a lot of apple ID lately and have rediscovered some lost varieties that they will be adding to the collection!
