Too much rain?

I have: South Whitten, Szego, and Amer. seedling chestnuts; Susquehanna and Wabash Pawpaws; and a Persian Black Mulberry that have not come out of dormancy…although, all of them appeared to start the process. After a whole bunch more rain they failed to keep waking up…super heavy/long rain this year. I also have seedling versions (and other cultivars) of all three species that are doing well. Are the seedlings more vigorous? Should I keep the hope alive that these ‘still dormant’ ones will revive? In all cases, their comrades are well leafed out.
Also, my Burton Hican = Failed to Thrive (photos). This one came runted and has essentially not grown at all. Though it and a couple others of its five associates arrived well past dormancy last year, they all lost their leaves/flowers and yet made healthy comebacks last year…and look very healthy this year…and yet this one didn’t grow any then and it has never really grown at all.
Three photos show the runt arriving and planted. The other photo shows the next smallest colleague…it, like all the others is lookin’ good. Is this situation deserving of a replacement? I have very little internet access these days, thus the multi-topic. I miss perusing the GF pages.
