Likely tent caterpillar eggs. Remove it from the tree, dispose of the egg mass in your garbage.

Thanks for the responses. I think you are right that it’s a Tent Canterpillar egg mass. I have seen some in the area and the online photos of the mass match. I removed and disposed of it.
